Claremont Court, built in 2010 and home to 45 leaseholders, required remedial works to improve the safety of the building. Previously classified as a B2 building, it was one of the first in the country to use the new PAS9980 methodology for managing and reducing fire risk in high-rise residential buildings. The £3 million project was funded by Developers, Hill, to ensure costs were not at the expense of residents.
The fire remediation project at Claremont Court involved the remediation of a 7-storey residential building, 17.9m in height. The original Developer, Hill, was engaged to complete the remedial works under the Remedial Works Agreement.
Keegans were appointed by Tower Hamlets Community Housing (THCH) to provide Clerk of Works and Contract Administrator services. Additionally, Keegans conducted an EWS1 assessment upon the completion of the project. Our Contract Administrators managed and oversaw the works to safeguard client interests, ensuring building compliance and quality assurance through independent quality checks throughout the construction phase.
The completed project was handed over to the client on time and within budget in December 2023. The remediation ensured the delivery of a high-quality, safe building for the residents.

What does a Clerk of Works do?
A clerk of works inspects the workmanship, quality and safety of work on construction sites and reports back to senior managers and clients. They conduct regular site inspections and check that building plans are being followed correctly, ensuring that work is being carried out to the correct specifications and legal, safety and environmental standards.
What is the latest FRAEW Process?
Following an RICS led cross-industry working group investigation into best practices when reporting and valuing tall buildings within the secured lending arena, a revised standard process has been published together with a revised EWS1 form which was updated to reflect the Government Building Safety announcement, notably the immediate withdrawal of the Consolidated Advice Note (CAN) and the publication of BSI PAS9980:2022 – Assessing the external wall fire risk in multi-occupied residential buildings.
There is a requirement for a fire safety risk assessment of the external wall system to be conducted by a suitably qualified, and competent professional for buildings with a residential floor height above 18 metres (six storeys) and some 4/5 story buildings that have a significant element of external cladding.

How do I determine if my building is a high fire risk?
There is no definitive answer to whether your building is a high fire risk, as different factors may affect the level of risk. However, you can use a fire risk assessment to evaluate the potential hazards and risks in your building and determine the appropriate measures to reduce them. A fire risk assessment is a legal requirement for all premises that the public has access to, as well as for businesses and blocks of flats.
