The new framework has been launched to provide retrofit and professional consultancy services to support housing providers with the delivery of decarbonisation works.
Developed with Contracting Authority Abri, on behalf of The Greener Futures Partnership, the seven-year framework has been designed to ensure that homes achieve at least an EPC Rating of C by the government target date of 2030.
Greener Futures Partnership was set up by five housing associations – Abri, Anchor, Home Group, Hyde Group and Sanctuary – in 2021, as its members believe that a joint effort would be more effective in helping the social housing sector seriously address the green agenda. Between them they have a combined stock of over 300,000 homes and represent 9% of the total social housing market. GFP partners won all three bids submitted in SHDF Wave 1 with local authorities, securing £5.2m of grant funding for 461 properties, as well as successfully bidding for a further £40.4m, in SHDF Wave 2 through a joint consortium bid including all five partners.

The multi-lot, multi-supplier framework covers England and Wales (with a separate parallel framework for Scotland due to launch next month).

What does Retrofit mean?
The UK Government has identified the retrofit of buildings as a key lever in their low carbon strategy to achieve 68% carbon reduction by 2030. All affordable homes will be required to achieve a minimum EPC of C by 2030. All ECO funded refurbishment projects are required to achieve full compliance with PAS 2035:2019 from July 2021 with a 20% funding uplift for projects that comply before the deadline.
PAS 2035:2019 (Specification for the Energy Retrofit of Domestic Buildings) is revolutionising the refurbishment of buildings. Over the last 30 years energy efficiency programmes have focussed on single measures (i.e.: cavity wall insulation or window replacement, etc.) but all future programmes now require a holistic solution designed to suit the specific building type.
To comply with PAS 2035, a qualified Retrofit Coordinator must be employed to provide a 'Whole House Retrofit' solution.
