Keegans is providing Retrofit Coordination services as part of the ECD Architects team on Renfrewshire Council’s PAS2035 Housing Regeneration and Renewal Programme. The project encompasses various locations across Renfrewshire, Scotland, focusing on enhancing energy efficiency in 3,000 homes, including both council-owned properties and mixed tenure blocks. The primary objective of this project is to significantly enhance the energy efficiency of existing residential buildings and improve their surrounding environments. The programme aims to lower residents’ fuel bills, boost local economic activity by generating jobs within the supply chain and contribute to broader environmental sustainability goals.

Keegans, in our capacity as Retrofit Coordinators, is effectively managing the complexities of the Renfrewshire Council Retrofit programme by ensuring clear stakeholder coordination and rigorous quality control to ensure the project meets PAS2035 standards. A key aspect has been aligning all stakeholders with their responsibilities and ensuring seamless integration into the overall process. To tackle this, Keegans has adopted a strategy of clear, straightforward communication about expectations, supported by rigorous monitoring processes. This approach helps mitigate risks associated with poor-quality Retrofit Assessments, which can otherwise impact the accuracy of technical surveys and installations, especially for ventilation upgrades. Additionally, Keegans has emphasised stringent quality control in the assessment and installation phases. By clearly defining and communicating quality standards and continuously monitoring and reviewing all submissions, Keegans maintains the integrity of planning and execution, thereby ensuring the successful progression of the project and adherence to high standards.
Post-retrofit evaluations confirmed these outcomes, verifying compliance with PAS 2035 standards and the project's objectives.
We initially sent out questionnaire evaluation letters to the residents but received a low response. We then developed a QR code that could be scanned and led to an online questionnaire which received a higher response. We then started to combine the evaluation questionnaire with the post EPC, which proved to be the most successful in terms of response rates as we could help the residents to fill out the questionnaires in person.
The Renfrewshire Council’s PAS2035 Housing Regeneration and Renewal Programme is a transformative project aimed at upgrading the energy efficiency of residential properties across Renfrewshire. Through effective Retrofit Coordination and rigorous quality control, Keegans plays a key role in achieving the project’s objectives, improving residents’ living conditions and fostering local economic growth.

The data shows a significant improvement of approximately 20 SAP points between the pre- and post-works scores, along with notable advancements in several EPC Band ratings. This evidence underscores the program’s effectiveness in driving energy efficiency improvements and enhancing the quality of life for residents in the community.
Building on the success of the Renfrewshire project, Keegans is actively expanding its Retrofit Coordination services across Scotland. By leveraging the experience and insights from this landmark programme, Keegans is well-positioned to deliver similar energy efficiency and sustainability projects in the region. What does Retrofit mean?
The UK Government has identified the retrofit of buildings as a key lever in their low carbon strategy to achieve 68% carbon reduction by 2030. All affordable homes will be required to achieve a minimum EPC of C by 2030. All ECO funded refurbishment projects are required to achieve full compliance with PAS 2035:2019 from July 2021 with a 20% funding uplift for projects that comply before the deadline.
PAS 2035:2019 (Specification for the Energy Retrofit of Domestic Buildings) is revolutionising the refurbishment of buildings. Over the last 30 years energy efficiency programmes have focussed on single measures (i.e.: cavity wall insulation or window replacement, etc.) but all future programmes now require a holistic solution designed to suit the specific building type.
To comply with PAS 2035, a qualified Retrofit Coordinator must be employed to provide a 'Whole House Retrofit' solution.
Why measure the embodied carbon of retrofit?
In a climate crisis, all our decisions need to be taken through the lens of the impact they have on our environment. If we don’t know the impact, we can’t make the best decisions. And the decisions we make around retrofit, when multiplied by the vast number of homes that need retrofitting, will materially impact on the UK’s overall emissions in the coming years. Don’t stop retrofitting for the want of an embodied carbon assessment, but where possible do let it be part of the web of factors that guide decisions. There’s little point in putting so much effort into reducing buildings’ operational emissions if many tonnes of carbon are emitted to do so!
