Keegans were appointed by Coventry City Council to provide Cost Consultancy, Employer’s Agent and Contract Administrator Services under a 2-year framework, to support the delivery of their Education Capital programme. Keegans provided services on the following schools:
Keegans were appointed to provide Employers Agent & Quantity Surveying services on 2 separate projects as part of the expansion programme to Cardinal Wiseman Catholic School. The first project was the addition of modular classrooms as part of the schools’ expansion (£650k) to be sited on a sloping piece of land centrally within the school with services supplied from the existing school. The second project was the extension and conversion of a classroom to create a science classroom (£225k).
On both of these projects Keegans provided initial cost advice including feasibility cost plans and tender estimates through from RIBA stage 1 to 4 and were fully engaged in the procurement of the Contractors in conjunction with Coventry City Council. Once the contractor was appointed Keegans held bi-weekly/monthly progress meetings, provided monthly valuations and variations were agreed at the time the issues were raised and instructed accordingly. We worked closely with the project team to ensure that cost efficiencies were met, and the programme was achieved, issuing monthly Contract Administrators and Cost reports to appraise the client of the project status, minimising project risk throughout.
Both projects were delivered within budget and to the academic year timescale to the satisfaction of the school and the client.
Keegans were tasked with delivering Employer’s Agent & Quantity Surveying services for the Lyng Hall School new standalone sports hall, which will provide 2 additional badminton courts/half-court basketball, dry changing facilities and a fitness suit. Keegans provided initial cost advice on the RIBA Stage 0 & 1 feasibility options with the stand-alone sports hall being selected as the preferred option over an extension of the existing facilities based on costs and least disruption. The design and costs were developed through RIBA Stage 2 & 3 to RIBA Stage 3+ for tender. We were fully engaged in the tender process in conjunction with Coventry City Council. The contractor has been appointed and is now engaged in their design and provision of the contractors’ proposals to facilitate starting on site early 2025.
We provided Employers Agent & Quantity Surveying services for the reconfiguration and extension of the existing school building, as well as a new teaching block and hydrotherapy pool, all designed to meet SEN requirements. Permission application has been submitted and the outcome awaited.
Keegans have provided initial cost advice on the RIBA Stage 0 & 1 feasibility options to the school trust and Coventry City Council. A cost plan has been produced for RIBA Stage 2, and we are currently producing the RIBA Stage 3 Cost Plan.
We were fully engaged in the tender process and selection of the contractor in conjunction with Coventry City Council. The tender was within budget, and the contractor has been appointed to prepare proposals for a site start in early 2025.
This project involves reconfiguring and extending the existing school building, adding a new extension, and creating a sensory garden, all in compliance with SEN requirements.
Keegans have provided initial cost advice during RIBA Stage 1 to the school and Coventry City Council Education. Comprehensive cost plans have been subsequently developed for RIBA Stages 2 and 3, followed by a detailed tender estimate at RIBA Stage 4 to facilitate the tendering process.
We have been fully engaged in the tender process and selection of contractors in conjunction with Coventry City Council. This project is currently out to tender and Keegans will produce a tender report on the return of the tenders to facilitate a start on site early 2025.
Keegans were appointed to provide Quantity Surveying services for the development of new special needs classrooms. The role includes preparing the RIBA Stage 1 Cost Plan to assess the feasibility of temporary classrooms and permanent options, either as an extension or standalone building.
The concept and brief will be developed by Coventry City Council in conjunction with the school for the facilities to be compliant with SEN requirements. Keegans will provide initial cost advice to support negotiations between the school and the Council, with the temporary classrooms to be ready by September 2025 and permanent classrooms completed in the following academic year.

The employer's agent administers the project on behalf of the client and acts as the lead consultant for the delivery of the project. The employer's agent fulfils the functions of the project manager and cost manager; they may appoint additional consultants to discharge certain roles. The role of the employer’s agent starts before the contract is awarded and continues through the construction phase to the post-completion defect rectification period.
