Project Overview

Keegans was appointed by Southwark Council to provide cost consultancy services for an ambitious school expansion programme involving 11 schools across the borough. The schools were divided into two packages, A & B, with a total project value of over £80 million. The programme aimed to deliver high-quality educational facilities that would meet the needs of the community and enhance teaching outcomes.

 

 

Schools Included in the Project

Package A: New Build Schools

  • Cherry Garden Primary School: £13 million - New build school
  • Albion Road Primary School: £10 million - New build school
  • Ivydale Primary School: £10 million - New build school
  • Bellenden Primary School: £8.3 million - 2173m² new build school

 

Package B: Refurbishments and Extensions

  • Keyworth Primary School: £9 million - Refurbishment and new build extension
  • Crawford Primary School: £5 million - Refurbishment and new build extension
  • Redriff Primary School: £5 million - New build extension
  • Phoenix School: £9 million - Refurbishment of existing Edwardian unoccupied school
  • Grange Primary School: £4 million - New build dining hall, nursery, and refurbishment
  • Charles Dickens Primary School: £4 million - Refurbishment and new build extension
  • Robert Browning Primary School: £3.5 million - Part demolition, new build, and refurbishment

 

Project Goals and Objectives

The primary focus of our services was to maximise client value for money during the design stages and ensure that budget objectives were maintained post-contractor appointment. Southwark Council's goal was to deliver public buildings of the highest quality, widely regarded by the community, and capable of providing excellent teaching environments.

 

Collaborative Design and Cost Efficiency

The school expansion programme was meticulously divided into two packages, each overseen by different architects but unified by the same Project Manager and Cost Consultancy team from Keegans. This structure allowed for intense and detailed design and consultation processes, ensuring the final designs met the expectations of both the client and end-users.

 

Achieving Economies of Scale

By using consistent design principles and features across all 12 schools, we maximised efficiencies and economies of scale in both design and cost. Two contractors were appointed through the iESE framework—one for each package of six schools. A design period post-appointment was incorporated into the programme, enabling a thorough review of the design with both the Client and Contractor teams. This collaborative approach ensured the Contractor worked closely with their delivery partners and supply chain, achieving maximum cost and time efficiencies.

The Southwark Council school expansion programme stands as a testament to the power of collaboration, detailed planning, and strategic cost management. By leveraging economies of scale and maintaining a focus on quality and efficiency, Keegans successfully delivered educational facilities that will serve the community for years to come.
