Keegans is proud to have secured a place on Nottingham City Council’s Energy Efficiency Professional Services DPS!
Nottingham City Council, accountable for the Midlands Net Zero Hub, has the ambitious goal of Nottingham becoming the first carbon neutral (net zero) city in the UK by 2028.
As such, they are facilitating decarbonisation projects, and increasing their number, quality and scale throughout Nottingham.

With a highly experienced TrustMark and Elmhurst registered retrofit team of over 20 Coordinators and Assessors, we are excited to be supporting the Council’s efforts in achieving its ambitious and forward-thinking energy efficiency goals.
What does Retrofit mean?
The UK Government has identified the retrofit of buildings as a key lever in their low carbon strategy to achieve 68% carbon reduction by 2030. All affordable homes will be required to achieve a minimum EPC of C by 2030. All ECO funded refurbishment projects are required to achieve full compliance with PAS 2035:2019 from July 2021 with a 20% funding uplift for projects that comply before the deadline.
PAS 2035:2019 (Specification for the Energy Retrofit of Domestic Buildings) is revolutionising the refurbishment of buildings. Over the last 30 years energy efficiency programmes have focussed on single measures (i.e.: cavity wall insulation or window replacement, etc.) but all future programmes now require a holistic solution designed to suit the specific building type.
To comply with PAS 2035, a qualified Retrofit Coordinator must be employed to provide a 'Whole House Retrofit' solution.
What is a DPS
A DPS is a procurement procedure compliant with the Public Contracts Regulations 2015. It operates with the benefits of a framework agreement, whereby Candidates confirm at the time of application that they will comply with the DPS Agreement terms and the Call-Off Contract terms published with the DPS, but permits more flexibility than a framework agreement by allowing additional Candidates to be admitted to the DPS during its lifetime.
