Project Overview

Keegans were appointed as the Employer's Agent for Stevenage Borough Council on the De Havilland House development, a land-led site focused on delivering 21 new apartments for private sale.

 

The mix of units includes:

  • 12x 1-Bed, 2-Person Apartments
  • 2x 2-Bed, 3-Person Apartments
  • 7x 2-Bed, 4-Person Apartments

 

 

Site Preparation

The site initially contained an old residential home, which was demolished before construction began. This clean slate allowed for a thoughtfully designed building that integrates seamlessly with the surrounding residential area.

 

Design Features

The building's design aims to break up the general massing on North Road, incorporating architectural elements like bookend gables, projecting bays, and dormer windows. These features complement the existing residential properties on either side, enhancing the neighbourhood's aesthetic.

Sustainability

A fabric-first approach was employed, prioritising high levels of thermal insulation to minimise energy consumption. Heating appliances were chosen for their low emission levels, aligning with Part L of the Building Regulations and ensuring compliance with the dwellings' SAP calculations.

 

 

Project Management

From the pre-tender stage, Keegans took a proactive role in refining the project brief and aligning it with the client's requirements. Given that this was a pilot scheme for the Council's private sale initiative, special attention was given to updating the Employer's Requirements.

 

Key Responsibilities

 

  • Developed and refined the Private Sale Specification.
  • Produced and managed Tender documentation in collaboration with the Council's procurement department.
  • Reviewed Tender returns, recommended contractors, and oversaw their appointment.
  • Administered the project under a JCT Design & Build Contract, closely monitoring progress, budget, and quality.

 

Outcome

Despite challenges like the COVID-19 pandemic, which impacted project timelines, the development was completed on budget and delivered successfully in February 2022.
