With five new experts joining our Cost Consultancy, Building Surveying, and Retrofit teams, we're enhancing our ability to deliver exceptional service. Marios Patsalosavis joins us as a Quantity Surveyor & Employers Agent, bringing over five years of experience in Quantity Surveying, Contact Administration and Project Management. Since graduating from the University of Westminster with a BSc in Quantity Surveying & Commercial Management, Marios has worked on a diverse range of projects, leveraging his skills and expertise to ensure their successful completion.
Robert Maroa joins Keegans as an Assistant Quantity Surveyor and Employers Agent. With a BSc in Quantity Surveying and Commercial Management from Oxford Brookes University, Robert brings over two years of experience in cost management, tender management, contract administration, and stakeholder engagement across a diverse range of projects.
Robert and Marios join our highly-skilled team of Quantity Surveyors, dedicated to providing clients with value for money and successful project outcomes.
Alessandro Tibaldi joins us as a Retrofit Assessor and Coordinator. He brings over a decade of experience in energy efficiency, domestic energy assessments, and retrofit coordination. With a Level 5 Diploma in Retrofit Coordination and Risk Management, he is well versed in delivering energy-saving solutions under PAS2035 standards.
Alessandro also brings his experience as a Retrofit Skills Coach at The Retrofit Academy where he trained, supported and coached professionals across Levels 2 to 5, combining theoretical knowledge with practical exercises to support learners in achieving industry qualifications. We are excited to have Alessandro’s expertise on our team and look forward to the valuable contributions he will bring to our retrofit projects!
Charlene Bygraves is a skilled Building Surveyor with over 4 years of experience in property management and surveying. With expertise in construction, maintenance, repair, and refurbishment, she consistently delivers projects on time and within budget, ensuring high-quality results and client satisfaction. Charlene holds an MSc & PGDip in Building Surveying, accredited by the RICS, and a BSc (Hons) in Property Management/Building Surveying accredited by the Chartered Institute of Building (CIOB).
Jonathan Banks is a skilled and versatile Senior Building Surveyor with extensive experience across domestic and commercial sectors, including healthcare, education, heritage, and MOD projects. He is an RICS graduate member and NEC4 Accredited Practitioner, bringing expertise in party wall procedures, dilapidation, structural, and condition surveys. With a proven track record as both a Building Surveyor and Project Manager, Jonathan has successfully delivered projects ranging from minor works to complex, high-value capital developments.

What does Retrofit mean?
The UK Government has identified the retrofit of buildings as a key lever in their low carbon strategy to achieve 68% carbon reduction by 2030. All affordable homes will be required to achieve a minimum EPC of C by 2030. All ECO funded refurbishment projects are required to achieve full compliance with PAS 2035:2019 from July 2021 with a 20% funding uplift for projects that comply before the deadline.
PAS 2035:2019 (Specification for the Energy Retrofit of Domestic Buildings) is revolutionising the refurbishment of buildings. Over the last 30 years energy efficiency programmes have focussed on single measures (i.e.: cavity wall insulation or window replacement, etc.) but all future programmes now require a holistic solution designed to suit the specific building type.
To comply with PAS 2035, a qualified Retrofit Coordinator must be employed to provide a 'Whole House Retrofit' solution.
What is a Quantity Surveyor?
A Quantity Surveyor (QS) is a professional in the construction industry who specializes in construction costs and contracts. They are responsible for managing all aspects of the contractual and financial side of construction projects, including conducting financial feasibility studies, cost estimation, cost planning and management, analyzing terms and conditions in the contract, predicting potential risks in the project, forecasting the costs of different materials needed for the project, preparing tender documents, contracts, budgets and other documentation, taking note of changes made and adjusting the budget accordingly, tender management including preparation of bills of quantities, contract conditions and assembly of tender documents, contract management and contractual advice, valuation of construction work, claims and dispute management, lifecycle costing analysis, and reinstatement cost assessment for insurance purposes. A key part of the role will be to liaise with a range of other teams working on the project, helping it to stay on track.
What is Building Surveying?
Building Surveyors are responsible for assessing the quality of buildings, from houses to public and commercial properties. They examine the condition of buildings and advise on ways to improve them.
The building surveyor role requires you to wear many hats. These include safety analyst in the form of carrying out structural and internal inspections to make sure a building is safe. You’ll also need to be a quality controller to ensure a building is fit for human habitation, as well as understanding energy standards and the history and heritage of older buildings.
What is Project Management?
Project Management involves the planning and organization of a company's resources to move a specific task, event, or duty toward completion. It can involve a one-time project or an ongoing activity, and resources managed include personnel, finances, technology, and intellectual property. Project management helps to deliver projects on time, within budget, and according to the specified requirements and quality standards.
What is a Project Manager?
A Project Manager is responsible for the planning, procurement, execution and completion of a project. The Project Manager is in charge of the entire project and handles everything involved, such as the project scope, managing the project team, as well as the resources assigned to the project.
What is Cost Consultancy?
The cost consultant provides estimates and advice regarding the cost of construction works. The cost consultant's role might include: Helping determine the client's requirements and undertaking feasibility studies. Benchmarking requirements against similar projects. Assessing and comparing options.
What is the role of an Employer's Agent?
The employer's agent administers the project on behalf of the client and acts as the lead consultant for the delivery of the project. The employer's agent fulfils the functions of the project manager and cost manager; they may appoint additional consultants to discharge certain roles. The role of the employer’s agent starts before the contract is awarded and continues through the construction phase to the post-completion defect rectification period.
