The Borough of Basildon (BBC) is a local government district in south Essex. It has a housing stock of circa 11,100 properties spread over a geographical area of 42 square miles. The stock is, in the main, one and two storey residential and sheltered, with some low rise and one high rise block.

Keegans were commissioned in April 2017 as sole consultants under a 65 month contract to provide multi-disciplinary consultancy including surveying, architecture, cost consultancy, employers agent, principal designer.

We have engaged with all the departments undertaking capital works within the Council from Regeneration, Development Investment, Sempra Homes, Property Services, Corporate Property, Leisure, Arts & Open Spaces and Planned Maintenance providing support in maintaining and developing the boroughs built asset environment.

Initially on appointment we undertook a comprehensive review and analysis of the stock condition and compliance aspects of the in-house Asset Management for both the housing and corporate property stock which included full asset building condition surveys, M&E and data integration into their developing in-house Asset Management system.

On a project basis, Our cost consultants have been involved in building works from the outset of our appointment, providing early cost advice in the form of Feasibility Studies, Order of Costs and Cost Plans. We have supported the regeneration and investment development of the borough in the early planning and developmental stages of its capital investment programme. Our Cost Consultants have been actively engaged with the Planned Maintenance programme established under a TPC Contract.

Our building surveyors and project managers have also been working alongside our cost consultants on the planned works, cyclical maintenance and sustainable regeneration projects which is being delivered on a 10 year Framework with a major UK contractor using the TPC 2005. This has involved specification writing, tender analysis, and delivery phases of complex projects and to provide on-site measurement services, attending contractors meetings, helping to resolve interim and final accounts, and generally being an advocate for BBC.

We are also surveying housing components (from flat roofs to communal entrance doors and access systems etc), in order to develop specifications, programmes of work, and providing project management, contract administration and other services related to delivery, in order to meet BBC targets on spend and programme delivery.

BBC are also taking advantage of our in-house architects team, ECD who have been involved across a broad spectrum of projects throughout the Borough, from new build housing masterplans, estate regeneration, rooftop developments and single dwelling extensions.

Our architects have worked closely with the Housing & Communities Team  from very early on in our commission reviewing the existing housing assets to understand potential for additional accommodation across the entire portfolio.
