Keegans were appointed by the London Borough of Enfield in January 2007 to design, tender and administer packages of Decent Homes works to various properties borough wide as part of their Decent Homes 07/08 Programme.
Keegans were initially provided by the London Borough of Enfield with a Property Schedule containing 629 addresses to be included within the 07/08 Programme. These properties were selected by Enfield on the basis of Stock Condition Survey data as being either Non Decent or Potentially Non Decent but related to single element Decency only.
Subsequently, however, Keegans were provided with further Property Schedules in August 2007 which included additional properties (approx 1500 in total) and instructions were then given for Keegans to survey all properties with regard to each and every element that might constitute a failure or potential failure under the Decent Homes Initiative rather than just single element failure.
We identified numerous residential properties borough wide that require upgrading and refurbishing to meet current Decent Homes standards. Properties include both flats and houses situated either within blocks, estates or individual roads and also sheltered housing.
Given the distribution of properties across the borough, Keegans allocated properties into seven distinct geographical projects to provide better opportunities for contractor's site set-ups to be localised for optimum resident involvement and ease of use/communication.
The proposed works involve any combination of the following items of work;
• Renew kitchens only
• Renew bathrooms only
• Replace electrical installations only
• Replace heating installations only
• Replace windows only
• Replace heating and electrical installations
• Renew kitchens and replace electrical installation
• Internal package
• Replace windows and internal package
• External Works including windows to blocks containing leasehold properties
There has been and will continue to be significant resident consultation and involvement required for each scheme and we have prepared a Key Stakeholder Consultation and Liaison Plan and appointed a specific Liaison Officer role.
